GUEST SPEAKER: Lt Colonel Marshalee Clarke

Lieutenant Colonel, Marshalee Clarke
United States Marine Corps
Lieutenant Colonel Marshalee Clarke is a native of St. Ann, Jamaica and
raised in Maryland. She enlisted in the Marine Corps in May 1997. Following
recruit training she served as an administrative clerk at Anacostia Naval
Station, Washington D.C., and then transferred to Henderson Hall to work as
a photographer and staff writer for Marines Magazine. After completion of
the Platoon Leaders Course, she was commissioned in December 1999. Upon
graduation from The Basic School (TBS) in 2000, she attended the Financial
Management Officer's Course at Camp Johnson, N.C.
Lieutenant Colonel Clarke has served as the III Marine Expeditionary Force
(MEF) Command Element Assistant Budget Officer; a Marine Corps Base Camp
Pendleton Budget Analyst; I MEF Forward Camp Commando, Kuwait Deputy
Comptroller; Marine Corps Base Camp Pendleton Deputy Budget Execution
Officer; First Marine Aircraft Wing Exercise Budget Officer; III Marine
Headquarters Group Comptroller; Coalition Forces Land Component Command,
Camp Arifjan, U.S. Army Central Command Assistant Budget Officer and
Logistics Civil Augmentation Program Budget Officer in support of operations
in Iraq, Afghanistan and Kuwait. She has also served as the 31st Marine
Expeditionary Unit Fiscal Officer.
Lieutenant Colonel Clarke received a secondary military occupational
specialty as a Contracting Officer and has served as a contract specialist
at the Marine Corps Base Camp Pendleton Regional Contracting Office
Southwest and deployed in support of Combined Joint Task Force Horn of
Africa as the Uganda Contracting Officer and selected to serve of the Deputy
Chief of Contracts for the Joint Contracting Office in Djibouti.
Lieutenant Colonel Clarke served as the Deputy Comptroller for MCRD Parris
Island, S.C. and the Eastern Recruiting Region after which she served as the
Support Battalion Executive Officer at MCRD Parris Island, S.C. Lieutenant
Colonel Clarke also served as the Marine Corps Congressional Appropriations
Liaison at the Pentagon.
She holds a Bachelors of Arts in Psychology, a Masters of Science in Public
Administration, a Masters of Business Administration, a Masters of Science
in International Management, a Certificate in Project Management, and a
Doctorate of Management with a focus in Sub-Saharan Africa. She is a
graduate of the Marine Corps Amphibious Warfare School, the Naval War
College's Command and Staff College and Marine Corps Command and Staff
College.
Lieutenant Colonel Clarke's personal decorations include the Meritorious
Service Medal, Joint Commendation Medal (two awards), Navy and Marine Corps
Commendation Medal (three awards), the Navy and Marine Corps Achievement
Medal (two wards), and the Outstanding Volunteer Service Medal.
